Chester the Westie pooing in the basement

My sisters 7 year old westie named Chester has been pooping and peeing in the basement! He has pooped in my basement - same room, same spot - TWICE! And pooped and peed in my sisters basement three times. He doesn’t do it often, maybe once a year but it is always in the same spot. I’ve lived in my house for two years and she’s lived in hers for a little over one.

Any ideas on why he is doing this? They go out an insane amount of times each day to go potty and are able to stay out until they want back in so I don’t think it’s that he isn’t getting opportunities outside.
 
Thing is , no matter how much you clean up , the faint scent will linger and encourage then to use the same spot . You can buy a product in pet stores that will eliminate every trace , so maybe worth a try ?
 
Unlikely to be marking, but if it still smells where other animals have been, then it just seems like a toilet. So Kate's suggestion of using something like Simple Solution to clean is a good one. Make sure it's left down to do its job before wiping it up.
Also, @Boogie may be on to something. If toilet training never covered the basement, then he might just not appreciate that the rules are the same there as other places in the house. What is the flooring?

Made me wonder, too, if it's a finished basement or just concrete and used as a storage area. If the latter, maybe someone else is using it as a wee area and he's just joining in. Or if it's finished and carpeted, that's darn hard to get the smell out of to the point of a dog not sensing it.

Could you just keep the door to the basement closed when he's around and fix the problem that way?
