1st time Labrador Puppy

I think a lot of puppies refuse to go walkies early on. They normally get over it. Maybe just play some games in the garden instead? It's not worth stressing over it. And save your money for something nice, boots likely aren't the answer here.

This.
Also, do you have a friend with a dog that you could walk with? This can sometimes encourage a reluctant puppy too, probably with an endless stream of little treats too!

Yes, most of mine have been the same, the Big Wide World is daunting for them at first, even summer pups are the same. I carry them to the end of the walk - they are always happy to walk home!

Rory used to cry if we went to far from home. It just takes a while for them to adjust to a big scary world
Tuppence is still wary of new places. Even after happily walking around the golf course last weekend she was very much on her toes and nervous as we returned to the car partly, perhaps, because my son was walking ahead and her ‘pack’ wasn’t keeping together!

I do feel for you @Alleeluna ! My own little GoodGirlJoy had me in tears frequently, sleep deprived, hands bleeding, clothes torn, (she was the most bitey pup I've ever had)
Looking back now though ( and hindsight is all very well, but at the time it's really hard, I know) I keep thinking that for every one puppy behaviour of hers that baffled me, there must have been about ten human behaviours that baffled her, poor little pup!
It takes time to build a relationship with your dog, just like anything worthwhile takes time, but stick with it and with us and one day you'll be reading a new puppy owner's post on here and thinking, 'I remember that!.....but it was all worth it!'
