It doesn’t seem to on the one I’ve gotI think the gentle leader also clips onto the collar, doesn’t it, so it’s a bit of belt and braces if he manages to slip out of it In the meantime.

Mine is quite old, so maybe they don’t any more. I remember finding it better than a Halti, partly because of the extra little strap which clipped onto the collar.It doesn’t seem to on the one I’ve got.
Watched this, I’m getting Toffee used to it at home, although I’m conscious of the comment @Joy made above.
