What kind of nut is this?

Does anyone know what kind of nut this is and how to loosen it if it’s too tight?
im trying to fit a new toilet seat and managed to take this one off the one side but I can’t get the other one off. It’s too tight and being on the underside of the toilet nearly impossible to get to with pliers. At the moment I have a few choice words for it that may even make a plumber blush but I need to know how I can get it loose.

Sometimes it actually helps to try tightening it if it won't loosen, strange as that may seem. Sometimes it needs that to unstick them. If it's metal, you can try heating it to loosen it. a hairdryer may be enough to do the trick.

Nearly did that but then I'll be without a loo and running for the mains water tap.
Sorry, that was a bit flippant! Probably due to the fact that it seems that everything I touch right now, either breaks ... or breaks me!

Heating, definitely - but also a spray of WD40 too - there might be a tiny gap it will infiltrate to help to loosen it?

That looks a b*ugger. Is it tricky to get a purchase on? I’d spray on some WD40, leave it 5 mins, then give it a jiggle. If it’s stuck solid try Fi’s suggestion of tightening it first, which might ease the screw so you can switch direction and unscrew. If you’ve got a pair of locking pliers you can try them on the wing nut so you can really wrestle with the screw head that’s (presumably?) the other side. Otherwise angle grinder (maybe not...).
