I also think young adolescent dogs are a target for some neutered dogs, what the mechanism for this is I am not entirely (pun not intended) sure. Probably testosterone has something to do with it.
The happened to Homer a few times. When Homer was jumped on a few times by neutered dogs when he was between 1 and 3 years of age. Often these dogs would crouch down then spring at him so we are both a bit cautious when a dog lies down as we approach. This hasn't happened for ages.

More for the fact that Homer can be a bit pushy with over zealous ear sniffing I let him great other dogs and judge the dog's interaction and that of the owners then we move off after 10 to 30 seconds unless the other dog and owner are properly willing to play and Homer is playing nicely but as soon as ear sniffing starts its time to move on.

Where we are almost all dogs are off lead along the tow path and its a popular dog walk so there can be many interactions on one walk. As most dogs here are used to interacting freely they generally have good doggy manners but I always keep a watchful eye on other dogs as well as Homer.

3 times in the past 2 days neutered dogs have gone for Mas - it’s beyond ridiculous now.

The last one wasn’t even anywhere near him! Mas was trotting along beside me and it jusy lunged for him...

It’s really quite sad that I’m debating having him neutered just so that he’s not attacked on a Regular basis.

They don’t make contact, it’s all teeth and snarls but it really scares him 😔
 
When Hunter is on a leash and sees a dog, he lies down (before and after Suprelorin). He doesn't spring up and bite but has no idea what a boundary is when meeting another dog. I have been doing the relaxation protocol and wonder if this has confused him? All shepherd dogs in our area do this as well. We have no sheep in the Hague, but there seems to be an influx of cute collies!

Hang on, I'm sure I've read others saying this when their entire males were a similar age. Something to do with having more hormones in adolescence, making neutered dogs nervous/aggressive.

I'm sure others with entire males will be able to chime in and offer advice x

Yes, with adolescent dogs their testosterone does rise quite sharply, then levelling out when they mature at around 2 years old (note: need to check refs for this). Saying all that I do wonder if the neutered dogs that are reacting to Maz's entire status are having their response amplified by other factors such as early castration, poor socialisation...etc.. when younger. Benson who is entire has a neutral response to entire dogs, and quite normal response to "young" entire dogs, Casper who was neutered at 5 years old, and is reactive, is totally fine with young adolescent dogs. Bear my foster of last year who was entire, was also very comfortable with youngsters.
I would hesitate to neuter or even use Suprelorin at this stage, mainly because of his age. I would be thinking about a cue to look at you when walking past a dog and rewarding with a treat, this helping to preempt any negative associations with walking past dogs. It may also help if Maz is focussed on you his body language will be subtlely different to other dogs. Also a strong "turnabout" and "middle" cue, these will help Maz stay close and give the control of the situation back to you. :)
